Education Impact Awards

Honoring those who lift up public education in Carteret County

2025 RECIPIENTS

Founding supporters of the Carteret Education Foundation, Bucky and Wendy Oliver have spent decades investing in innovative programs that remove barriers to learning and expand opportunities for students. Their vision and generosity have fueled everything from literacy initiatives to workforce development, leaving a legacy of excellence that continues to shape Carteret County’s schools

A proud East Carteret High graduate and longtime Foundation accountant, Brad Piner has quietly guided the Foundation’s financial growth with integrity and precision for more than 15 years. His steady leadership and deep community roots have ensured that every dollar entrusted to the Foundation reaches teachers and students where it’s needed most.

Known for competition on the water but compassion off of it, The Big Rock Foundation has transformed its tournament success into life-changing support for local educators and students. Through initiatives like the Big Rock Teaching Fellows Program and professional development grants, they continue to build a stronger, more sustainable future for education in Carteret County.

A beloved West Carteret High English teacher for 43 years, Rosalie Reeves Dowdy dedicated her life to inspiring generations of students to love learning. Her legacy lives on through a $200,000 gift made in her honor by her niece, Peggy Fambrough, which became the Foundation’s first major donation and helped spark millions in future educational investment.

The Education Impact Awards are the highest honors bestowed by the Carteret Education Foundation. Established in 2025 during the Foundation’s 25th Anniversary Celebration, these awards recognize individuals, alumni, partners, and community champions who have rendered significant and distinguished service to public education in Carteret County and beyond.

Each year, the Foundation honors those whose contributions have advanced learning, inspired innovation, and created lasting impact for students, educators, and our community.

The purpose of the Education Impact Awards is to celebrate excellence in education and acknowledge individuals and organizations whose extraordinary efforts strengthen the Carteret County Public School System. Honorees are selected based on their long-standing commitment, leadership, and measurable impact on the lives of students, educators, and families.
